Roger F. Teal, Ph.D.
President and Founding Partner

Dr. Roger Teal founded TWJ in 1994 and has provided business and intellectual leadership since the company’s inception. A former tenured faculty member in the transportation systems area of Civil Engineering at the University of California, Irvine, Dr. Teal has over 30 years of experience in project management, consulting and research. He has initiated and directed to a successful conclusion numerous projects of substantial size and complexity in the information technology and transportation fields. These include the development of a mission critical teleconferencing reservations and scheduling system for Verizon and an E-marketplace for parts and services for the commercial aviation industry developed under the sponsorship of SITA. Dr. Teal has substantial experience in systems and application design, including devising optimization models for labor scheduling in the teleconferencing and demand responsive transportation industries. His areas of expertise include scheduling systems, systems analysis, applications design, transportation systems, and data analysis. Dr. Teal is the author of over 30 publications and the holder of a patent on teleconferencing scheduling. Dr. Teal holds a B.S. from M.I.T. in Civil Engineering, an M.S. from the University of California, Berkeley in Civil Engineering, and a Ph.D. from Tufts in Political Science.

Marc Perkowitz
Project Manager, Application Designer/Developer

Mr. Perkowitz has over 25 years experience in systems development specializing in application design and development, database design, and administration. He has served as project manager and/or primary application designer for TWJ’s development of equipment and labor scheduling systems for Verizon, InterCall, Premiere Conferencing, and ConferencePlus. Before joining TWJ, Mr. Perkowitz spent 8 years as an independent consultant working on large scale Oracle development projects in the energy, pharmaceutical, and automotive industries. Mr. Perkowitz’s skills include object-oriented design and development using Java and C, Oracle database administration and performance tuning, and PL/SQL programming. Mr. Perkowitz also has experience in statistics and scheduling algorithms. Mr. Perkowitz holds a B.S. from Illinois Institute of Technology in Mathematics and an M.B.A. from Illinois Institute of Technology.

Thinh Doan
Project Manager, Application Designer/Developer, Requirements Analyst

Mr. Doan has over 20 years of experience in business requirement analysis, architecture and design, in addition to software project management and development. His expertise includes Web-based applications—for survey engine, behavioral health clinical trials system, teleconference scheduling and conferencing bridge interface—using both Java and .NET, embedded real-time industrial monitoring and control systems, medical diagnostics instrumentation software, and MS Outlook Add-ins. He has recently led TWJ projects to develop a clinical trials application for a MacArthur Foundation-sponsored national model adolescent mental health research program and a mobile application for the Denver RTD that enables drivers of demand responsive transit vehicles to book and schedule trips using a handheld device with wireless communication. Prior to joining TWJ, Mr. Doan successfully managed the software and system design and development of a blood analyzer instrument for Abbott Laboratories that generated over $800 million in annual sales. His technical expertise includes Java, XML, C# and the .Net application framework. Mr. Doan holds B.S. and M.S. degrees in Electrical Engineering from Purdue University.

Heidi Bowman
Senior Consultant, Application DBA, Application Developer

Ms. Bowman is an application DBA with over 15 years of experience in business system analysis, application design and development, and data warehousing. Most recently, Ms. Bowman has developed various database-oriented modules of the InterCall, Premiere Conferencing, and ConferencePlus teleconferencing scheduling systems. For both Verizon and InterCall, she designed and implemented a data mart that has been used as the underlying data source for a comprehensive decision support reporting system. Ms. Bowman has strong competency with both the Oracle and SQLServer database systems, including system administration and application development. Ms. Bowman holds a B.S. from Illinois State in Business.

Jaime Hardt
Senior Consultant, Web Application Designer/Developer, Business Analyst

Mr. Hardt has 9 years of experience in information technology and specializes in application development as well as business and requirements analysis. Mr. Hardt played a major role in the design and implementation of TWJ’s Web survey products for the American Hospital Association and has developed major extensions to TWJ’s scheduling applications for the conferencing industry. Before joining TWJ, Mr. Hardt worked for Accenture on large Oracle projects in the financial industry. Mr. Hardt’s technical expertise includes Java, Javascript, PL/SQL, C#, and ASP.Net, as well as Oracle and SQL Server database administration experience. Mr. Hardt holds a B.S. from Northwestern University in Environmental Engineering and an M.S. from Stanford University in Civil/Environmental Engineering.

Todd Voirol
Senior Consultant, Software Engineer, Web Application Designer/Developer

Mr. Voirol is an application developer with 8 years experience in the design and development of web-based applications utilizing open source technologies and frameworks as well as the .NET framework through the full software design life cycle. At TWJ, Mr. Voirol has developed a work shift scheduling application with embedded optimization technology for the conferencing industry, a mobile .NET application for order booking and scheduling by drivers of demand responsive transit vehicles, and an on-line reporting application for the InterCall scheduling system. He has also played a major and continuing role in the development of TWJ’s Web survey products for the American Hospital Association, and has been the lead developer in extending those to a clinical trials application for behavioral health. He is skilled in Java, C#, HTML and Javascript, and has strong competency in object-oriented analysis and design methodology. Mr. Voirol holds B.S. degrees in both Information Technology and Finance from Marquette University.
